No, unfortunately the permit does not guarantee you a space outside your property or even in your road but it will be valid anywhere inside of the CPZ and will thus allow for a greater capacity of vehicles overall to park within the area.
Anybody displaying a valid permit for that zone may park for an unlimited period or a visitor may park for up to the maximum time displayed on the signs.
Yes visitor permits may be applied for to persons already qualifying for a residents permit
Yes, all restrictions that are enforced by a Traffic Regulation Order must be signed to the Standards set down by the government including road markings and associated road signs.
The bays will be marked in front of the entrances but a delineation marking or ‘H bar’ marking will also placed enabling only the resident to park in front of their entrance increasing parking capacity within the road.

"actions ... may address particular problems and thus remove the need for a scheme"
Following the strong negative response to the CPZ Consultation, including major concerns over the impact of the no-waiting restrictions (especially the unexpected and unwanted proposal that Portmore Park Road would become a ‘No Waiting Zone’ from 9.00am – 6.00pm Mon–Sat), the Surrey County Council Parking Team wrote to residents on 29 October 2009.
The Surrey parking Team describe "actions Surrey County Council intend to undertake before reviewing the impact on parking levels in the area and then re-consulting on any proposals."
They do not offer any immediate solutions, but describe some reasonable longer term actions to help manage parking.
We strongly support cooperation between Surrey and Elmbridge on parking, and have actively been pressing for better cooperation: see Parking Strategy, and questions to council

SURREY COUNTY COUNCIL
Surrey Highways Parking Team
Room 308A, County Hall
Penrhyn Road
Kingston-Upon-Thames KT1 2DW29 October 2009
Dear Sir/Madam,
Surrey County Council recently undertook a parking consultation in your area to better inform us as to the concerns and aspirations for parking controls in North Weybridge. Detailed within the consultation was an outline design of a scheme to indicate the possible location and type of restrictions that might be applied.
We had a very good response and would like to thank all the people who submitted their views as this greatly helps the decision-making process and possible future steps.
The results of the consultation were very mixed, whilst most people agreed that there is a parking problem in certain parts of the area, the majority of people raised concerns regarding the introduction of a scheme and the knock on effects the scheme may have.
The purpose of the consultation was to listen to local views abut the causes and solutions to the localised parking problems. With this in mind we will continue to evaluate the responses, but in the meantime there are some clear actions that people felt may address particular problems and thus remove the need for a scheme.
Below is a list of actions Surrey County Council intend to undertake before reviewing the impact on parking levels in the area and then re-consulting on any proposals.
- Work closely with Elmbridge Borough Council to liaise on future car park proposals
- Negotiate with the Waitrose property management division to ensure all staff park within their premises and not on surrounding streets
- Work closely with Elmbridge Borough Council to seek alternative locations for future increases in off-street, car parking provision
- Continue to work closely with all public transportation providers to ensure good and improving services to the area to help reduce car usage
- Consult with Surrey colleagues to promote greater use of car-sharing awareness
- Discuss with Elmbridge Borough Council the future impact of planning decisions on the residential road network and parking capacities.
These actions have been developed from the many suggestions received during the consultation. We will monitor the effects of these actions and continue to develop a long term strategy for the area which may either require a redesigned scheme if the actions are unsuccessful or the deletion of the scheme if parking levels are reduced.
Many thanks for your continued input into proposals for improving parking measures in north Weybridge, and we will update you on progress.
Yours sincerely
Rikki Hill
