One star means Surrey was rated as inadequate by the Audit Commission, placing it alongside some of the worst performing local authorities in the country.
One star is the lowest rating that can be handed to a local authority and symbolises inadequate performance over the year.
How is it rated?
The Audit Commission caries out Comprehensive Performance Assessment (CPA). This was first introduced for single tier and county councils in 2002. Since then it has evolved in response to changes in the operational and regulatory environment, rising public expectations and the performance of local government itself.

Underlying this rating is the Ofsted assessment of Surrey Children’s Services as inadequate, together with inconsistent quality of service in Adult Social Care and issues with Fire and Rescue. Surrey has not managed to achieve the improvement in services seen by average councils.
